Introduction

The Presidential Amnesty Programme (PAP) has opened applications for its 2026/2027 Onshore Scholarship Award for undergraduate and postgraduate studies in Nigerian public and private tertiary institutions.

The scholarship is part of the Presidential Amnesty Programme’s vision for human capital development in the Niger Delta and is available to eligible PAP beneficiaries from the nine Niger Delta states.

The application registration period runs from Monday, 10 August to Friday, 21 August 2026.

Eligibility

Applicants must meet the following general eligibility requirements for the 2026/2027 academic session:

  • Applicants must be eligible beneficiaries of the Presidential Amnesty Programme (PAP), specifically ex-agitators or persons from impacted communities in the nine Niger Delta states.
  • The eligible states are Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Akwa-Ibom and Cross River.
  • For undergraduate programmes, applicants must have sat for the 2026 UTME or be new entrants into 100-level programmes for the 2026/2027 academic session.
  • Applicants must have a valid UTME result for the 2026/2027 academic session.
  • A minimum UTME score is usually required, for example, typically around 200, or as otherwise specified by PAP.
  • Applicants must be 16 years of age or older as of September 2026.
  • Applicants who are awaiting WAEC or NECO results are not allowed.
  • For postgraduate programmes, applicants must be new entrants into their courses of study for the 2026/2027 academic session.
  • Scholarship recipients must maintain a minimum average CGPA, such as 2.5 over 5.0 or 2.0 over 4.0 for undergraduate students, in order to remain on the scholarship.
  • Recipients must not be involved in any act of misconduct that contravenes PAP’s regulations.
  • Successful applicants may be required to undertake a written aptitude test and oral interview.
